It was the "Big Beautiful Bill" that set the tone for the current administrations Tax and Spending policies. That's not exactly the same bill, but the headline isn't fictitious, the Space Shuttle transfer was tied to financial legislation. They just got the wrong financial legislation.
Even if Houston does deserve it, the die was cast a long time ago. Attempting to rectify this perceived injustice at this point is IMO not worth the effort and expense.

Nothing in the bill effectively directed the transfer of the shuttle.
They set aside a comically insufficient amount of money to “pay for” the transfer of the shuttle should it ever happen.
That is not directing the transfer.
These are the battleship texas people all over again. Its only patriotic to be wasteful for things I want!
Houston deserves a shuttle while New York does not. Unfortunately politics will rile and it will never happ.

We have a shuttle. Mounted atop a shuttle carrier aircraft. Both of which you can go inside, unlike anywhere else in the world.
