I think there should be lategame focuses and/or decisions to remove the BoP. Christian Constitutional Democratic Italy can do so, but why not Mussolini?
In my opinion, the Italian Balance of Power mechanic needs a little bit of work.
I am going to assume that you probably forgot to do the decisions in the BoP window to make Mussolini head of different departments as well as praising the army and navy. Those shift the BoP towards Mussolini.
If you did those, had above 50% BoP towards Mussolini, and STILL got into a civil war because you lost an owned state in Turkey, then that is definitely impossible.
I see you formed Rome. Rome is a formable that needs quite a few states. Are you SURE you didn't lose JUST a state in Turkey?
Mussolini was head of everything, problem was Rome Cores Turkey and the Middle East, I left that front alone because I got an event where Iran surrendered (I confirmed they did, they were outta the war and out of the Axis).
But a few days later they rejoined the Axis (I missed this while microing Germany), rejoined the war and snaked through Middle East and Turkey triggering a Civil War before even reaching Ankara.
Personally, I think Italy should have two choices when forming Rome:
1. Mussolini becomes supreme ruler without a senate, resulting in the BoP being removed
2. Mussolini becomes ruler while making the Grand Council into the Senate. This basically keeps the BoP
In order to deter players from always going option 1, Paradox could add bonuses to having a Senate.
Part of the problem is the provinces are valued too highly.
For Italy is fine because they're small but Rome has a ton of cores. Losing even 6 provinces(less than a 3% of the surrender limit) give you a ticking -4% BoP.
I tried praising army, navy and holding the event until my troops could get there but it was no use, the ticking modifier just hits too hard.
The BoP penalty should be reduced if you have a lot of tiles imo. Or the mechanic removed if Mussolini becomes the Caesar like you mentioned.
Another nice touch that I've just thought of is at least changing the individual value of the cored states.
For example, core Italian states like Sicily or states that have major cities like Rome, Milan, Madrid, Athens, and others should give the normal -0.50% per week, while less important states with fewer victory points should only give between -0.3% to -0.1%.
This way, it punishes the player for losing important states while being more forgiving to losing less important states.
The cooldown for decisions which increase Mussolini's BoP meter should be shortened as well.
I just had a Japan game where I was punching through Burma right as the Allies attacked Iran historically. Axis had done well in Africa so Iran had no Western front and could hold long enough to join the Axis. After a few months I capped India, thinking this would mean I could link up with the Axis through Iran>Iraq>Egypt. Except no, Iran swapped sides basically as I capped India even though Tehran was totally safe. WTF. And now there's just a shitload of allied divisions all in Iran's mountains and there's no way I'm going through all that. Also completely killed the Axis in Africa, they've lost everything, all cause Iran swapped sides for no reason.
I think, at the very least, Iran should not be allowed to join factions after they surrender.
Part of the problem is, if you put AI on historical, they will rush the focus where they surrender even if it makes no sense for them to do so, this happened to me on a Germany game where Iraq joined the Axis, I sent my elite panzer army and pushed the allies out of Kuwait, and even though there were 0 threats to Iraq they still surrendered to the British and my tank army got encircled and killed. They should not be able to surrender unless they have lost some of their core land at least.
Lol i still sometimes have romania do king michaels coup for no reason as well. Usually only happens when i do monarchist germany and im unable to blitz through the USSR as quickly
The King Michael's Coup focus also NEEDS a rework. Some total overhaul mods make it so Romania needs to be at 30-40% surrender progress to unlock the focus.
And if Romania is being occupied quickly, then 70 days is way too long for the coup. It should genuinely be 14 or maybe even 7 days. In reality, King Michael had moved rather quickly.
I’m surprised Paradox hasn’t done anything about it yet. The solutions seem pretty obvious. Have a mid to late game focus that disables balance of power. You can make it harder by having a territory or resource requirement but just having the option to remove BoP would be leagues better. Even if they want a permanently active BoP, just make it so only cores count for moving the needle. You can cheese Italy by letting them take a bunch of African states they can’t defend and cause a civil war by retaking far away colonies.
So basically I reformed the Roman Empire and was at war with the Axis, I pushed into Iran(who somehow got into the Axis) and got the event where they surrendered (I assume a GoE DLC event).
After confirming all is well, I asked my troops there to focus on an offensive in Germany, I was at around 2 weeks away from capping Germany when suddenly I get the event of the Italian Civil War. Apparently Iran after surrendering rejoined the Axisv(way to go GoE) and snaked through my land into Turkey.
I thought fine I will play this out but Regno del Sud spawned with 200 divisions(!!), my stockpile of 500k guns got reduced to 1.9K and my airforce of 24K planes got reduced to 4,1k planes, but above all else the dealbreaker was this stupid civil war renamed me to Fascist Italy and made my color puke green.
ITALY SHOULD NOT HAVE A CIVIL WAR IF THEY REFORM ROME, much less for losing some random tiles in Turkey. THE CIVIL WAR SHOULD NOT TAKE ALL YOUR STOCKPILES and like 80% of your airforce. After seeing I was left with a meager 80 Divisions so Germany started pushing me back I quit in a fit of rage like that one scene in Downfall.
look on the bright side, now you can form the EU and also core all of africa in the same run. Italy is kinda bullshit like that but I really enjoy it because it has the potential to do crazy stuff like complete both sides of the focus tree and core half the world. You should have seen how bad it used to be, the balance of power daily loss used to never go away after losing a core state even if you retook it.
Yeah italy is the only major I just dont like playing, i dont like their BoP and none of their paths interest me a whole lot either, plus really goofy stuff like this happens pretty often.

This, but also give the player a warning. You get an alert if you lose your starting cores, but you get 0 warnings if you lose land you cored later.
Had I gotten an event when I lost Baghdad I would've meme'd Iran into surrender in a matter of days.
