I think generic portrait selection is based off the location of the capital, so if Russia has its capital in Africa for whatever reason and it needs to pick a generic it'll pick an African one.
1) defeat a nation that has colonies in africa (in my case - France)
2) Soviet Union must be fighting that nation and have sufficient points
3) After the peace deal, defeat USSR and puppet it in Africa
