We definitely have representatives from the humans, dwarves, night elves, gnomes, draenei, worgen, Lightforged draenei (after a fashion), void elves (technically, I guess), orcs, tauren, forsaken, blood elves, mag'har orcs, Zandalari trolls, Highmountain tauren (arguably)—do we have any of the Suramar nightborn elves or Darkspear trolls? I can't think of any Kul Tiran humans, unless you count Jaina, who is about as representative of the population as Alleria's portraits are representative of the void elves. I don't think we have any mechagnome hero portraits either, but the Horde races in general feel underrepresented.
I suppose we do, though it's hard to get excited for alternate skins when we could get somebody like Occuleth or Elisande or Thalyssra. Hell, let's lean into the society-first culture with Ly'leth Lunastre! But maybe let's get some goblins first?
I'm pretty sure Blingtron is an engineering construction—maybe he's equivalent to a Titan-era mechagnome, but we still don't have any Mechagon mechagnomes. Though I do have to admit I've seen Blingtron in both Stormwind and Orgrimmar, so maybe he should count after all.
They know their player base. If we had a goblin hero people would be too distracted gooning to it to actually play. Widespread roping the likes we've never seen.

They're probably expecting poor sales. I'm not a big WoW connoisseur, only played Warcraft 3 + expansion, so I couldn't name a single Goblin character I'd expect to find broad appeal.
This doesn't track, though. Hearthstone can make or remix anything and there's zero way that a unique goblin wouldn't sell, we also literally have Dr. Boom as a possible candidate.
I remember a while back people were rallying to get Rikkar as a skin. A shame that never happened since he's technically every class (except DH and DK).
