Surprisingly enough, the deck with the most create cards possible is actually with ST. You can fit 17 (and are 1 prov short of 18)

when i can i use it on mage infiltrators or a low power gold with aguara but gambling is always fun
But you can't guarantee the infiltrator comes back is the point
