I get the joke but I think the question is relevant. Why would the man interpret the mere proximity of the cat to the door as a request to get out, considering the cat has a (presumably known) way of getting out?
If the cat was meowing or pushing the door to express this need maybe, but as it stands the guy has no reason / nothing to help the cat with in the first panel.

I guess you don't live with a cat. My cat will scratch and meow at a closed door, and when I open it he'll just do a quick check of the other side and immediately turn around. The comic is about how capricious cats can seem sometimes.
I’m absolutely aware of this funny behavior cat may have and I understood the comic joke. But like every other poster, you failed to understand the (slight) criticism being made here. Check the first panel, the cat is not scratching or meowing. He’s just resting there. So the man has no (shown) reason to try to help him get out. Sure, we can imagine that the cat got his attention and expressed the need to get out before the start of the comic… but we shouldn’t have to. As it’s stands, at the beginning of the comic, the cat seems to want to stay inside, as illustrated by the simple fact that he could go out but doesn’t. So the guy is wasting his time from the get go.

True... logically you are correct and as its not a real scenario so likely we won't have a proper explanation...
But when people are dealing with pets... most of the stuff is illogical...
About cat "not showing" will to go out is very subjective, some cats will scratch the door and some would just look at it and some would call their owner and sit near door patiently waiting. this behaviour can coincide with some other need from as well, we can't know in advance.
how i am imagining it is that cat was just mewing and owner came to check and cat was looking at the door so he tried to open the door...
lastly about the point of there being a pet door as well... if the door is new then cat might not be used to of using it and falls back to old ways...
but the more plausible case could be that the comic artist just decided to draw it without thinking it as deeply and we are discussing it... 😂

However I disagree about the cat « not showing his need » in this comic being a subjective thing. It is very objective that this comic doesn’t show the cat expressing the need to get out, as you indicate yourself by saying that you had to imagine additional precedent element for the joke to make sense (point I already covered with another poster in this thrilling discussion). That’s something I naturally did as well, before taking the time to seriously consider the question asked by Captain Kuhl which - even if they didn’t understand the joke* - is a perfectly valid question in the context of this comic.
