The biggest problem with this that I can see is that any development at all along the Wasatch front will use water that otherwise would get to the GSL.
And the fact that they are looking to take up wetlands the spur at Willard Bay to Ogden Bay. That all currently feeds into the GSL. Last I heard the Rainbow unit was on the block but I think they took that part out of it.
