In some old suburbs of my area in Australia, that is literally what some Greek and Italian immigrants did - I first remember seeing these in the 1980s. Concrete was familiar and useful to them, so they installed it everywhere and painted the "garden" bits green. Sometimes surrounded by white classical statues. There's definitely an honesty about it compared to fake lawns. The concrete will last longer before going to landfill, and won't break down into microplastics in the soil.

Same thing is happening to a new townhouse complex down the street from me. Nobody maintains the property so there are weeds maybe 2 feet high popping out of the turf lol.
Probably should take the artificial turf up lay down a good weed mat underneath that will prevent weeds from growing through and then put the artificial turf back down after killing the weeds
