What material do you all recommend for top of minnow streamers? Need a material that has a bit of flow to it but not something that floats or really puffs out underwater. So far tried elk hair, deer hair, marabou, craft fur.
I think Squimpish Hair would fit pretty well with what you are looking for. It’s a bit stiffer than everything you’ve mentioned (so less puff), but keeps good movement (similar to bucktail). I would also encourage you to try peacock herl on top of the Squimpish if you want a dark wing on top. It’s more durable than would one think, again with low puff and great movement.
+1 for Squimpish hair. I met Dave Nelson (the creator) the other day at the Squimpish HQ (Fishwhistle trading post). The shop is a couple of minute walk from my place in the Catskills.
Arctic Foxtail might work for you. More subtle than bucktail but not as puffy as marabou or softer furs. I like it better as an under wing personally, but it might fit the bill based on your ask.

If you’re talking small minnows. Rabbit strip, marabou, laser dubbing
