Not sure what you mean by 6500k max lumens? I have a lot of flashlights, A LOT. Out of my 6 convoys, only 1 is on the cool side. My daily carry is a convoy with a lh351d in 3500k, with a 18350 body. My c8 lights are in different colors. Have red, blue, green and yellow-ish. Not very useful but they are neat. My cool one is a s2 with the lhp531 in 6k. I don't love it, but you can get the lhp531 in 1800k. I just find it too floody to be much use and in 6k reminds me of a cellphone light.
My wurkkos f11c has a 519a in 4000k. I find it great for walking the dog at night.
Maybe expand the budget a little? I have a copper hank d4v2 with an 1800k (not recalling the led). You can get the same setup in the aluminum d4v2 and enjoy that sweet sweet candle glow on the flicker setting. Pair it with the timer and let that warmth take you to dreamland every night.

These are the constant recommended big three good budget friendly brands there really isn't much else in this particular bracket with same customisation and quality that I can even think of. Thrunite used to be there but I feel lost their way a little in recent years. Stepping up a level in price opens to lots of options that don't necessarily match a big jump over the original three. Convoy are no gadgety thrill but solid. wurkos and sofirn have a broad selection for wide range of tastes. These are the ones I open my wallet for if need a budget light
I'd say you wont get any better in the price, or price/value ration than Convoy.
You will either get worse lights for your money, or you will pay much more for a bit better quality lights .
Convoy sells lights that are competitive against the bigger brand lights in performance for half or third of the price, while most of his lights are very customizable to your liking, and he also sells the parts separately if needed.
There are some brands are generally more expensive but have some cheaper models that are good, Acebeam have pokelit, H16, tac AA variants, lumintop have tool, gt nano, some other small lights that are good and cheap when on sale, usually on Ali Express. Wuben does the g5 which is an interesting small light. Trustfire do some decent models as well as some not so great ones. The L2S (not SE) is a good 14500 light that is really well regulated for the price and has some interesting design features. They also make about the cheapest LEP that there is, and it's good for the money when reduced on Ali Express. Olight make some really good lights although do very little that is high cri and tend to use emitters that are quite green, plus proprietary batteries and charging designs. A few of their smaller models are pretty good value on sale or specials.
Skilhunt used to be a budget brand. For a while, the H03 was the budget headlamp. They still have a handful of budget products like the E2A, but have mostly moved into a more premium market segment.
Convoy is a budget custom torch brand, so there are a whole plethora of emitter choice options.
Sofirn, wurrkos are the usual goto's for budget friendly options.
Others like acebeam, firefly, hank etc do make some incredibly good torches, but not always budget friendly, unless you wait for the sales

I mean that I am interested in other budget brands. And in the new suggestions I don't want brand that just does 6500k...
and focus only on maximum lumens
I own 2 flashlights, Convoy m21h and m21f. (Both xhp 70.3 r70 4000k) They are the best flashlights I have ever owned.

Are you by any change mixing CCT with Lumen output?
CCT shows if the light is cool/warm and measures in Kelvin "K".
6500K is a cool light, 5000K is close to neutral, 3000K would be a warm color.
Lumen is how much light it produces.
I'm guessing he meant most consumer brand lights only do 6500k with the goal of delivering max lumens

Gotcha, that makes sense for Wurkkos/Sofirn as they aim for the general public, but I wouldn't put Convoy there.
He wasn't referring to those 3. That was aimed at the recommendations he wanted.
He wanted other brands than the big 3, but he didn't want brands that did mostly 6500k.

I picked up a Pioocan S10 Pro and it's surprisingly good in an average sort of way!
