Nyope, looks like this is her OG outfit. Her new one has the painter's equipment on a belt, and her cloak has turned into a hoodie. Which has also happened here in the latter, but that looks like just a happenstance thing. She's also wearing Denim pants, not a dress anymore.
For plot reasons, EW would probably be Sylveon, and DT would certainly be a Jolteon. I cannot actually explain either of those without significant spoilers. I'm not 100% solid on Sylveon, there are other directions you could take (like Espeon or perhaps even Leafeon), but DT is hands down Jolteon.
There is a song lyric for Endwalker that references past expansions: "Stories sown along the way/Tales of loss, and fire, and faith". Loss is implicitly ARR, and faith is obviously Heavensward, so Stormblood seems to be associated with fire. So that one could be Flareon instead.
I would also recommend checking out this collection done by another artist. The FFXIV characters don’t change like in this one but it’s still cool to see interpretations of what Pokémon they have.
My particular favorite is Ysayle having Kyurem on her team, and post Heavensward Estinien having Kyruem Black. Such a cool character driven detail.

If you're talking about the cat-ear hood, she's had that since at least 3.1, maybe earlier.
that, is a cloak, it's a full body clothing made to keep the body warm, it bundles up to look like a bit of a robe thing.
She redesigns it in DT to turn it into a hoodie, with pockets and only going down to her waist.

It evolved into Shiny Umbreon for...reasons...prior to Heavensward.
They would have an Eevee that can change evos (like Red's from the Manga at first) to represent the different job changes through the expansions.
ARR - Eevee HW - Glaceon (super effective agaibst Dragons) SB - Vaporeon maybe? To represent the swimming and diving? ShB - Umbreon (WoD)

I had though about Flafeon for SB thinking the theme of like "fire of rebellion," so I can see where you are coming from.

Tinkaton would be an amazing second Pokémon for Gaia, since it uses a hammer and Gaia is starting to like pink
