This is not even close to how the line was originally delivered. That's why the most upvoted comment in this thread is about how painfully his expression is mismatched with the delivery.
To make matters worse, this voice sounds nothing like Suzuhara's voice. It's terrible casting. Terrible casting was the norm for the era when the pool of actors was small and localization directors had no idea what they were doing.

Then this scene misrepresents it. "HEY WAIT" is just laughably, painfully bad.
I will say the first few episodes of the dub are pretty shaky but by the end of it everyone really settles into their role and owns the moment
