Yes, its an abscess. If it feels like it has sand in it while you cut it, it is most likely a granuloma (aka tuberculosis). Im a vet btw, just dont eat that and clean everything with soap.
As someone who works in the meat industry, no, just toss it. It's filled with bacteria and you don't know how far it had spread. When we encounter an abscess at our plant we just toss the entire cut of meat and have to clean and sanitize any equipment that comes in contact with it.

A good butcher probably would’ve taken care of that before it went into the display. My father was a butcher and gave me the course of finding those and cutting them out. Was grossed out then and still am
