100%! I used to work at one of the largest shopping centres in the UK. I would watch babies this small just run in the opposite direction of their parents, and not once did they turn around to see if the baby was there. They'd just keep pushing the buggy, turn the corner, and disappear. I'm talking 50ish feet of no attention paid to a BABY at all. It happened every single day. Not only could the baby get snatched, but there were exits to the car parks everywhere where the baby could get run over!
I have one of those "just turn my head" kids. But not until she was older, and faster. Temporarily loosing a 4 year old is one thing. A slow toddler? Yea, no.
