Yes. Which is the reason KibitoKai gave for not being able to bring Dende to heal him and they used the wish instead.

Could dende have healed kabitokai to restore his energy, in turn giving him the power to teleport dende to Goku

Yes, or they could have used the third wish to restore Goku and everyone who gave energy to the Spirit Bomb to both make the bomb stronger and get the heals, or instead of the Spirit Bomb just send KibitoKai to bring Gohan over to the Planet of the Kais as he probably was strong enough to defeat Kid Buu. There were many options.
