The major problem is that they are difficult to retrofit into something that is viable.
It's hard to heat properly, they're not insulated, it's usually not wired and lighting is hard to do for anything else than daytime use.

That has happened in Knoxville Tn. It’s a restaurant with a bike shop in the lower level. Both good. Great place.
So many bikes crammed together puts me off buying.
