My cat does the same thing. I noticed she will often sniff the concrete before she does it. I noticed a neighbor cat do the same thing. Maybe they are trying to mark their scent?
Ok my silly orange grandson spent all last summer trying to escape out the door and EVERY time he'd run straight to this one particular patch of newer sidewalk that doesn't match the rest and he'd just roll around like crazy. It's gotta be something in the mix that smells good or something. He couldn't care less about anything besides that one white patch.
When my Dad's cat can outsmart the hoomans and escape from his prison (the house), prefers to go for the gutter where there's some dirt or sand or whatever so he can drag it back into the house and spread it around. Little fart.
My tabby does this all the time but only if i go out with her and she knows im there. When i leave the door slightly cracked just lays down and chills or watchrs birds and other people but the very moment she hears or sees me open the door she will start rolling around and chirping nonstop for several minutes while I talk sweet to her.
I think its her way of telling me she reeeeeeeaallly loves being outside and she never wants to come back in at the end of the day. Its the cutest thing π₯Ή

It helps scratch them when itchy i assume
I think they like the scratches from the rough surface. That or itβs scenting their territory.
