I use a Galaxy Book4, the CPU is an 13th gen i5-1335U, GPU is an Intel Iris Xe and I have 8GB of RAM, the game is on Low and still runs in 13~16 FPS. I've seen people running the game on the same model as my laptop and got 60+ FPS.
Sometimes it gets some massive FPS spikes for less than a split second.
All my drivers are updated and the laptop doesn't have any virus. And yes, I'm using the high performance mode

If it's your first time running the game, play for some time, 20-30min on the same map and do not change any graphics settings during this time, it takes time to build cache, once you see on rtss the cpu usage starting to decrease and gpu usage increase, it means you are closer to reaching your average fps. That is what i noticed from a somewhat similar build to yours that I have.

On 8 gigs of ram it should run 40-60 on low settings
Sadly there isn't any other way than upgrading to something else, since cs2 is pretty demanding then csgo, especially with lower end cards or integrated graphics. You can try lower resolution and some optimization guides but chances are it won't change a lot. Although you might hit 25-30 fps but then the game will start to stutter and your frame time will get over 100ms. Your machine will overheat as well.
I used to have a crappy laptop with gtx1650, I tried all I could to play the game on it, but eventually the laptop overheated and fried its graphics card.
In short it's not worth it in the long run. Visiting a local gaming cafe would be a better option tbh. But still in case, I hope you find a better solution to it. Good luck mate.

in CSGO sure but CS2? no
I dont know much. But to play an esport title witch at least a competitive edge multiplayer. I would target atleast 120 to 160 fps. Your goal of 30 to 40 fps is not suitable for a smooth single player games. I do understand your specs. But in real scenarios its not playable man sorry.
Then explain how do I play FPS games on 30 and still win?
