The beak and head shape are so raven. The photos look blurry for the neck area, so it’s not easy to see if there are long hackles or not. Also, when the tails folded, it’s not as easy to see the shape.
Although ravens do tend to stay away from cities, it’s not unheard of to see them there. I would think when it’s winter time and food is scarcer they might show up in places they wouldn’t otherwise.
beak seems Raven, but hard to tell without seeing whole bird & tail.

Are you sure it's not some kind of crow? (I have neither near me, so I'm going from what I remember.)
It looks kinda smooth in the chest for a raven and has rather circular tail.
And it's near blocks of flats too, I only ever seen ravens deep into the forest (tho that might be country specific, I'm not sure).
