You don't notice blinking normally, it's not like your whole vision goes black for three seconds. I like to think they do blink but it's not noticed by the characters pov that we see
Maybe I'm wrong but I don't think people typically blink for 3 seconds.. then again, I've only ever been myself with my own brain and set of eyelids so what do I know... three seconds seems like a lot though
There's a fps video game where you have to manually blink as a game mechanic. There's another where your character blinks when firing a gun cos of the muzzle flash
We already blink our own eyes when looking at the screen, so we don't need the screen to also blink on top of that, that would only be distracting and annoying in a way blinking isn't supposed to be.

True, basically the only reason we notice is because we feel the muscles move, and you don't feel the characters muscles in a game

Morrowind has an immersive blinking mod. I dont recommend actually playing with it but it works exactly as advertised
SCP CB uses blinking the entire game.
A special mention to SCP SL which the character only blinks when looking at SCP 173 - meaning the rest of the game they're just death staring everyone
