Or better… I once had a bus with a vertical pole from the horizontal one that was above the wheelchair spot. I have no effing clue how the vertical one could not be screwed to the floor so that you could swing it for more than a foot! Passenger safety my butt.
I'd bet money that the protective covering on the bar was removed in an act of vandalism and the seat was removed to prevent anyone from sitting directly in front of the exposed bar.
Buses don't always do the same route, or even stay in the same city. They do all have a unique ID number though.
I used to regularly ride VWD420 on the 304/304A route in Limerick before lockdown, and the next time I saw it was years later on Patrick's street in Cork city. 182-D-10 was the reg on it, I think.
I mainly noticed/remembered it because I thought it was funny how vehicle number 420 seated 69.
Also notice a lot of the chargers are broken on the busses.

It’s quite easy you just pop a longish screw driver under seat and with a little force the seat pops out and hay presto you have a filthy seat full of human skin particles and wee and vomit and farts and love juice, used to work for a company changing them would always be unwell after it left don’t miss it

Makes it easier to clean them or swap soiled ones out for clean ones.

Essentially yes, you'll have a stock of ones that have been cleaned and dried.
The extent of cleaning them is usually soaking them with detergent and power washing.
They're usually only changed if someone has puked or shat themselves on a seat.
