When I was a student my friend was interviewed for the BBC in our kitchen. Just before the interview started, another housemate dumped all his dirty plates and mugs from his bedroom directly behind where the journalist was sat.

Cut the rendering off so it starts above the damp proof course. Cut and remove the concrete on the ground like 200mm out around the house, dig down 8 inches or so and add a load of gravel. Problem solved.
Dude could buy an SDS drill and fix it himself in a day, then send the council or landlord the invoice, and deduct the expenses from his rent.
Alright, but there are costs involved with a rental property, so they can't be provided for free, and not everyone is in the position to, or wants to always buy a house.
Sometimes you are a student and want somewhere to live temporary. Sometimes you are only staying in a place for a short time. There are plenty of other reasons why people might wish to rent. Sometimes it is cheaper to rent.
This one is particularly bad as it isn't a nonsensical complaint. Mold in any property is bad, but in a council property is serious since the tenants can be stuck in a harmful environment possibly with children exposed whilst the local authority argues over details
