Short answer for Windows: no. Long answer is that you're presumably talking about web engines, of which there are 3 main ones currently and two being developed. Ladybird is an attempt to create a completely independent browser. Its web engine is LibWeb. Still far from release and will first be released for MacOS. Servo is another attempt at a new web engine but with the goal of writing it entirely in Rust. It is further away from release than Ladybird.

Can WSL run graphical linux apps? If so use it to run Gnome web, it's webkit based.
You could always use Internet Explorer…
If you’re on Linux though, GNOME Web. It’s like Safari and also is kept up to date.

It's either WebKit (Safari/Orion) or Goanna (Pale Moon/Basilisk). Some websites might not work properly even on Safari.
