When I was at school, they let kids out in the snow but officially the rules were: no snowballs, no snowmen, no snow angels, no running in the snow, no ball games in the snow, etc.
Basically I think they just expected kids to just stand in the snow doing nothing. Also if they caught you loitering inside to stay warm they'd tell you off for that too...
