If you track the changes for these shortcuts and PWA protocols for various browser projects, there is a sizable amount of users that use them. It's why both OS and Browsers are actively working on them.
It's even more popular now that Windows 11 has a decent pinning feature for the taskbar and is very popular on phones.
This seems like an OS problem.

wdym apps? brave shortcuts? And discord,co-pilot etc.. doesnt not have an browser app blud
Do they open if you put them on the Desktop instead?
Also, does it show any option if you right click on them?
If you moved them recently, you might need to readd them again
Browser "apps" are shortcuts; they are broken and need to be deleted and recreated.
It is a misnomer to call them apps when it just opens up the browser.
Yeah and it's nothing new. It's been that way for decades. Lots of apps are just web wrappers. The average person calls anything with a GUI an app.
Edit: Also, tbf to OP they call them apps on Chrome and Edge. Brave uses the word "install" as well to create the shortcut.
Who uses web shortcuts?
Lots of people.
