The one they've never done but I think would actually function really well as her archenemy is Prometheus. He's opposed to her on a personal level (having actively harmed her family in many ways), a more professional level (given how he actively goes after the Justice League when she's one of the ultimate DC team players) and a philosophical level (how he uses his tech to 'cheat' his way to combat mastery while she's one of the biggest "level-grind" hard-working characters as well). And yet, ironically, the one story where they've ever actually been in opposition to each other - in Orlando's JLA - she spent most of the time fighting his minion Afterthought without any of this coming up, though she does at least get the coup de grace on Prometheus, complete with "here's why you'll always fail" speech.
Going back to Golden Age would be "The Mist". Cool Character that was non powered, but became an actual mist. Grabby old man hands.
Opposite side is Gentleman Ghost. Actually fighting her. Match for Match.
