Pretty much every Gotham hero (or hero adjacent) character gets lumped into the Batfamily these days. I wouldn't say the comics have ever treated her as a core family member, but she's worked with them enough that I think it's fair to call her extended Batfamily.
I think in the past 10-15 years of comics we've seen Harley do more with them than Huntress, Azrael, or Bluebird and they're all (rightfully) considered Batfamily.
Harley isn't a member of the family she teams up with them on occasion and is considered a somewhat ally when the time comes but she's not a full on member
I’ve seen people include her in Batfamily fanart sometimes 🤷🏻♀️ I personally don’t consider her part of the Batfamily just because she’s an occasional ally, but I know some people do see her that way
It's not complicated, Harley stuff sells....and, fwiw, this is one of those YA oriented trades that's not part of canon/continuity, so it doesn't really matter.
First: this looks great, I hadn't seen this was announced so thank you.
Second: the real reason for this is that Harley is one of DC's most well known and marketable characters. People who know nothing about comics know Harley. So DC uses her anywhere they can even remotely justify doing so.
Third: Selina would be such a great Bird and I hope we get her on the team in something soon. I'm sure we would have had her on the team at some point in Thompson's run if DC hadn't decided that December was the month to cancel all their best ongoings.
Eh, I don't think Catwoman fits as an ongoing member. Occasional and not entirely trustworthy ally, sure. But purely heroic Selina is the most boring Selina. She oughta be at least a little out for herself at all times, and I don't think that functions especially well in this kind of team dynamic.
UNFORTUNATELY with the success of the suicide squad movies and more or less the animated show...the character has been skyrocketed to an A list character and it just blows my mind how they even accomplished this. And more unfortunately, I don't think we'll be seeing less of her anytime soon...and personally, I have just about had it with the character. She has more live action appearances than green lantern...let that sink in. Heck more than even Martian manhunter
Harley Quinn is a villain that helped murder Jason Todd and other innocent people. Let her be a villain not this cutesy maniac pixie dream girl. She aint a hero. She a terrible person let her be!
Harley is everywhere because some idiot think she is that popular. The truth is she only works in the context of the Joker and without him, she is a psychopath. The writers do not understand this and think she is some anti-hero, they forget she is a child murder and was completely fine with every one of the Joker's schemes.

Birds of Prey to me is always Barbara, Dinah, Zatanna and Helena. Anyone else is gravy.
