Doesn't mean their government and police aren't held to the letter of the law. Not all governments are like ours where laws don't apply to police officers and government officials
Even in the US there are cases where they haven't arrested the perp immediately even with egregious shit like that. The only thing they can proove at that point is called desecration of a corpse. I'm not sure what they'd call that law in Switzerland.
For comparison, there was a recent case out of NY I believe where a woman in the 90s killed her new born baby and then to try to hide it she burned the corpse of the baby in a park. She was caught like this year and they didn't arrest her until days after her admission of burning the baby because she maintained that the baby drowned while she gave birth to it in the bathtub. Basically she refused to say she actively killed it and said it was an accident. They didn't arrest her until they had all their proof of murder in line.
