So I can't seem to find a business seat using my Avios points for Qatar, but the Economy seat is really affordable using these points. Would it ultimately be cheaper to use my points to purchase an Economy ticket and then upgrade to Business class?

No for many reasons
1) If there is no award ticket availability there likely is not upgrade availability.
2) Not all tickets can be upgraded. The cheap economy class ticket is likely not one of them. The ticket class that can be upgraded won't be as cheap.
3) Even if you do buy an upgradable ticket there is no guarantee an upgade is available at which point you have overpaid for economy.
