My sister was at a resort last night and found what she believes is an eyeball in the sky as it was the third of three pictures that she took of that same scene. What could it be? My curiosity got peaked and I couldn't find the answer in my brain. Please help!

That's definitely a lens flare. The other two pictures are at different angles/distances. Not shocking you can't see it in the other two.

Thin clouds at ultra high altitudes tends to have shapes like that due to the wind patterns up so high, and the ice crystals they form have optical properties that make them highly visible at night
That's neat, but this is definitely just a lens flare. There's a few in every pic. They aren't always in the exact same spot or the same strength because the pics are taken at different heights/angles

That, I can't tell you - there's dozens of different things that may cause them to seem to disappear.
