Microsoft does not like this and it's usually not part of the agreement in the wholesale purchase, but that's where those licences come from. they aren't Entirely stolen, but they aren't Entirely legitimate either. that's why they are often called "grey market" rather than just flat out black market

Those expensive licences are for companies that buy them in bulk. Microsoft doesnt care if you use a MAS, pirate it or do some other stuff to activate it. And i shouldnt forget to mention how nowadays not activating it only doesnt let you change the appearence and leves a watermark, back in the preWindows 10 days, correct me if im wrong, you could barely use your pc for not activating it.
