But whenever someone thinks or jokes that she looks a bit childish(which is understandable), people lose their shit. They start accusing others of body-shaming real-life short women with small breasts, as if her head isn’t literally the size of her torso.
Just go 50/50 in between the 2 designs. Everybody's happy (ish, let's be real. People are never happy with anything.) that way.
She has been displayed in a more mature manner. It's one of those anime/Manga Tropes where they're depicted in certain ways depending on the seriousness or detail of the scene.

In pretty near every Series I watch, The more Mature looking (Traits that people associate with Maturity, physically anyhow.) Characters are the ones I find most Attractive.
Tatsumaki is the Exception that proves the Rule. Best girl, I'm part of the minority that thinks she's more Attractive than her sister. (Though when Drawn like this she's clearly Mature.)

A quick scroll through any true opm Sub that isn't dedicated sleckfkcay to Tats will show Fubuki is clearly considered the more attractive sister

I mean, when she's depicted seriously (like in the image you posted), she has mature features. Her hips and breasts (despite being small) are those of an adult woman. Sure, she's not a voluptuous woman, but many women aren't. The only thing that could still be seen as somewhat child-like in her design in these panels is her head-to-body ratio, but it's not like anime characters don't often have big heads in general.

However I think some of these people do need to touch grass a bit. A lot of the designs are meant to look “cute” and chibi, not resemble a child. I feel like Tamaki is supposed to look cute and sweet as a juxtaposition, not necessarily like a little girl

No hard feelings, but what do you mean not realistic? Not to harp on the body shaming rants people go into but, I literally naturally have a chest that flat, and am only an inch and a half taller than her. I think it's great representation for short, flat chested women design wise. (Now the big head thing I can definitely see being an issue.) I wish there was an easier way for people like me to be represented in anime without the characters being accused of secretly being like children that were designed that way for creepy purposes. I also (hot take) do not like unrealistically large chests in anime (I have to either ignore them or watch a different show), because it makes my back hurt just looking at them, and I have enough back and pain problems as it is (very mild kyphosis, and also sensory processing disorder), so average and smaller are less irritating to see IMHO.

Be so fr. This is not a singular anime thing, many animes have “sexy” characters that resemble children (often on purpose) and plenty of people who are literally living in reality see that.
I think all these tourists need to stop pushing their issues on others. Nothing wrong with her design. When I see moral outrage over something that doesn’t matter, hurt anyone or effect that person in any meaningful way I immediately question what they are hiding and trying to distract anyone from finding out.

Puri Puri prisoner is unreal in the sense that he is MASSIVE, has big lips, and big lashes, however he is meant to he a strong man archetype with a soft loverboy persona and so it works.
Tatsumaki is supposed to be a powerful telepath and a petite adult woman older than her sister. At a glance her character has a lot of very childlike features.
Everything in design stems from realism being exaggerated and they exaggerated the facial features of a child. The redesign is just trying to tip it in the scales to make her look more mature and show that you can still have a petite woman while looking like an adult.

Design is deliberate. The only reason that I could find for actively wanting to exaggerate her childlike features is for the visual gag of “Oh actually she’s the older sister”, “Saitama that’s not a kid, that’s a grown woman.”

Some of those features that give “babyface” are a proportionally larger forhead and proportionally larger eyes, that and her chin is slightly sharper and cheeks a bit less round.

I don't care for the redesign. Honestly the wide shoulders look kinda wonky. I also just don't like the concept of "This art is broken, so I fixed it to make it look better." Like, if it's just for fun, that's one thing. But it comes from genuine hostility for the art and people who enjoy it.
As far as the bottom text, anime characters heads are the size of their torso sometimes because they're cartoons and cartoons have very exaggerated features. Her heads around the size of her torso on the right side too.
And if you prefer something more realistic, that's whatever. Same if you make jokes about her looking childish in ways. But there's a certain amount of people on social media who wanna call people actual, honest to God pedophiles over being attracted to a drawing. People who try to "correct" Tatsumaki for having the wrong body type are indeed body shaming and accusing people of stuff they clearly know nothing about.
For example, there's a grown adult woman who once accurately cosplayed Tatsumaki and was given death threats for posting "pedo-bait" even though she was in her 20s.

It’s very subtle but does make her look less like a child.
Her shoulders are a bit wider, her forehead is smaller, her eyes are slightly smaller, and her chin is sharper.
A very round face with a large forehead gives a childlike look and they adjusted that.

She looks better on the right, I don't hate when people redesign characters, people do it all the time simply by having a different art style. In fact, I love seeing what someone else will do with a character's design! Some make them look better, like this example (in my opinion). It's kind of annoying when they want to "fix" something though, that comes across as malicious and annoying. Personally, I really don't care for the "loli" look of this character, it's not my cup of tea, the one on the right looks more like the body an actual person can have.
