You can actually look up the DHS license for the facility and review the violations and actions taken by MN DHS. Realistically it is happening in a lot of states. It is very common in Tennessee to see this exact same problem. People use all theses same kind of frauds, just call them Draws FYI.
One big difference in Minnesota is that Minnesota actually prosecutes this and openly investigating it. It is a double whammy though. Because once you start prosecuting it you make the news cycle which makes people think it is only happening in your area.
The second whammy is Trump's DA and FBI were basically told to ONLY look at Minnesota for this kind of fraud... So again it makes it look like it only happens here.

For me stuff like this is more an inditement of neoliberalism. MN and MN Dems specifically are obsessed with government/private partnerships. Instead of just running services the citizens need directly the government just contracts with third party organizations to run the services. This set up enables the opportunity for abuse and fraud, because there is more complicated oversight and less follow through on whether services are actually being provided. We are just throwing money at the problems and hoping it works out.
