No, it's dependant upon numerous atmospheric conditions moreso than the strength of the light. You don’t always see a beam of light because a light beam isn’t a physical object. You only see a beam when the light scatters off particles in the air and some of that scattered light reaches your eyes. If there’s nothing to scatter it, the beam is effectively invisible from the side, regardless of power level.
On some days, the air between the ground and the cloud base is optically very clean. After rain, snow, strong winds, or a cold front, aerosols like dust, smoke, pollution, and moisture get washed out or dispersed. In those conditions, light passes straight through the air with almost no sideways scattering. The beam is still there, you just can’t see it until it hits something dense enough to reflect a lot of light back, like clouds.
On other days, the lower atmosphere is full of scatterers. High humidity, haze, fog, pollution, smoke, or temperature inversions can trap particles near the ground. When a spotlight passes through that layer, light scatters continuously and the entire beam becomes visible from the source upward. In conditions like these, even just a standard flashlight will produce a visible beam. It's power only determines how far it will travel before scattering to the point it's photons are too spread out to be visible.
The atmosphere is also layered, not uniform. You can have clear air near the ground, a thin haze layer higher up, and clouds above that. I would believe that this is light from above, like perhaps a new satellite trick that is being tested, but I don’t buy that these are ground based. You would be able to identify some sort of beam at some angle if that were the case.
I’ve been intrigued by them for years on here and they’ve always been dismissed as show lights or spot lights. Most of the time these are seen outside in remote rural areas where these are uncommon or places in South America or other places around the world.

Someone actually bothered to do the legwork and surprise, surprise at least one of these is hard confirmed to have been mini versions spotlights just on a moderately ambitious holiday lights display.
To see the beams there needs to both be something for the light to scatter off of and for you to be in the right location so the reflected light gets to you, one or both of those are missing when these videos are so far away and the spotlights are hitting the clouds between you and their source. It's also very possible the beam just doesn't stand out against the clouds because they're being lit by other light pollution sources so they're about as bright as the scattered beam and we just can't pick it out too.

They're quite clearly changing shape depending on the angle. You can almost pin point their origin because of how they're shaped and fade out on the opposite side of the origin.

I swear I seen something like this in the night sky coming out of work last night for a split second, but I thought it was lightning
Can't be sure yet, but i think there's a reason why the US government is moving towards disclosure. The gig is up for them and their grasp on the aliens is beginning to slip, which is also why the activity is spiking lately.

I'd say spotlights but I've never seen spotlights move that fast. Especially in one moment they crossed the sky faster than I imagine any motorized spotlight could move a light that big.
Ffs can we have something other than spotlights as a treat?
