Basically the title. Blame on the child, village or nobody? Do you not mind, do you think that this puts generational culture at risk and they should be forced to learn? Do you think that this may be the result of too much pressure being placed on them or improper approach by the parents or guardians?

Depends what traditional tasks we’re talking about. I agree subsistence farming, hunting, fishing, respect (Ubuntu) etc are positive aspects of generational culture and parents should be teaching those things. But then there are certain traditional tasks for example that get taught during Chinamwali that I think are more harmful and should change to reflect modern society because gender roles and expectations have changed.
improper approach by the parents or guardians. They alone are to blame
Nope the more we bin those traditions the better as a society, we have to move forward and develop not hold to Stone Age traditions that have played no part in improving the country
Whenever older people claim the youngins are losing their culture they forget how that reflects on their inability to teach and instill.
