I am looking for any fics where a Russian (Themed or actual) character opposes the E88. The only ones I know of are Tank and that one scene from A Good Neighbor where a Russian restaurant owner reminds Hookwolf how his granddad felt about Nazis.

Not exactly what you asked for, and it's not a major element, but Path of Blood and Bugs is the only story I've read that does something like this. There's an arc with an Endbringer fight in Eastern Europe, and the primary factions we see there are Gesellschaft (E88's backers) and the Red Gauntlet (former Soviet Union), who are stated to hate each other and fight constantly. Unfortunately we don't get to see them fight each other in the story, since the Endbringer obviously takes priority, but I thought their conflict was a neat world-building inclusion.
I should warn you right away that this is a Russian fanfic, and I doubt there's an English translation.
The main character is a Russian from our world. After arriving in Brockton Bay, he discovers that his ability is to summon Death Korps of Krieg guardsmen. Moreover, each summoned guard has his own parahuman power. The guards view him as an inquisitor and obey him unquestioningly, even when he orders them not to kill enemies.
Trying to explain why the Empire 88 is bad, he quotes their arguments to the guards, after which one of them asks in horror, "So His Angels..." He replies, "Yes, from the Nazi point of view, Astartes and His Sons are not considered human."
The Empire 88 lasts for four more days—due to the Endbringer's attack, they had to wait until the Truce ended.
It's not a major factor, but in Another Shitty Self Insert Fic (ASSIF) Russians end up joining the SI character's gang, the Terriers. The Terriers were specifically set up as an anti-Nazi, anti-Empire group, though at the time they were founded the events of canon had already broken the Empire into several splinter groups with Kaiser's death.
Also it's really long and will take some time to get to the part you care about with the Russians vs the Nazis, so it's up to you if you think it's worth reading all of that.
there was one fic where Taylor inherited planes from her grandmother, who was one of the Russian Night Witches (Nachthexen, i think) and assisted the PRT despite not being a parahuman. i think they bombed a german bar at one point.

I am Ukrainian, I can say anything about rusians. And what I will say is that they are not people. Almost every single one of them would join e88 with joy. Everything that e88 does and much worse, they do themselves in rusia and Ukraine. I don't know what perversions prompted you to look for just such a fanfic. But the conditions that you indicated, fantasy is divorced from reality.
I think its a translation thing, but yeah, the Russians have a HUGE neo-nazi problem that they are constantly projecting on Ukrainians. It's a little bit of a touchy subject.
As for fics there is the Counterstrike one where Taylor summons generic eastern-european bad guy projections to start who also are mini-hatchet faces
