Atago's a favourite of mine (i still play Zao pretty regularly too), and she hasn't changed much:
Modifications:
slot 1: main armaments modification 1
slot 2: engine room protection
slot 3: main battery modification 2 is an option, as IJN cruiser turrets tend to be a little slow to traverse - otherwise, aiming systems modification 1 is the go-to
slot 4: propulsion modification 1
slot 5: concealment system modification 1
Commander Skills:
1 pt: Grease the Gears, Gun Feeder
2 pt: Demolition Expert/Consumable Enhancements - technically Consumable Enhancements doesn't do a ton for Atago, but as a premium she will most likely end up sharing a commander with another IJN cruiser
3 pt: Adrenaline Rush, Superintendent, Survivability Expert
4 pt: Outnumbered, Concealment Expert
I highlighted the first 10 points I think you should spend, but as far as things go you have a ton of flexibility because she is a pretty standard cruiser.
You have zao? If so is it built correctly? If so the same build.
Off the top of my head. I'd probably go Expert loader priority target if you like that the one, that increases HP or/and adrenaline rush concealment the decreased reload time when players are within detection range of your ship and the increase in consumables one. Bit vague but I've never been good at remembering their names and just automatically fill in caption skills after looking at ship stats lol

I'd use her with a captain running up a DD or BB tech tree to get away from wanting the "normal cruiser" captain skill for Consumables, allows you to take Demolition Expert which is useful on an HE spamming kiter. Also taking Grease the Gears should help alleviate it's rather glacial turret traverse allowing for ASM1 in the third slot rather than MAM2. Otherwise fairly normal cruiser stuff, PM1, CSM1, there's an argument to be made over the second four-point skill to take TGG rather than Outnumbered, but that's as much down to how you play as much as it is the ship, they both work

I have ARP Takao with a dedicated captain on it, which is a clone of Atago. And this is what I run when T8 ranked comes around.

If it's not a dedicated captain, and you plan on using a Zao captain or something, then build the Zao build instead.
