We used those spray dots to identify which gun applied the inside spray that is used to act as a barrier between the beverage and the aluminum can.
Without the spray, the raw metal can affect the taste of the beverage and the soft drink can actually corrode the metal.

You’re thinking of pressies, or what young folks are calling percs now. They’re a more light blue with a capital M in a box on one side and a line down the middle on the other side, meant to resemble the oh so precious roxy 30s that were discontinued some years ago. Some that are pressed will be a darker blue, though not as blue as the blue on these cans, but in my experience those don’t get you there like the light blues do. Thanks for coming to my TED Talk.
It’s sometimes just a marker used by a grocery store to indicate that these cans were stock that were sold out of the supermarket’s drink fridge and not part of a multipack of cans, or from another store.
Ink, the ink used for an expiration date.. must have been faulty at the place and time of the print, somewhere on the conveyor line.. just a guess with some factory experience..
probably put there by a human with a paint marker on the assembly line to indicate some check has been performed. exactly what they checked? I have no idea
could be something as trivial as confirming the can is facing the correct direction before next step. or confirming the correct label is printed on the can
the top can it looks like the paint pen wasn't fully primed, causing the smaller dot. (these pens have a spring loaded tip that "pumps" the paint into the felt tip) that's why on the bottom can you see 2 dots. the worker was accustomed to pressing a couple times before it would leave a mark. suddenly the pen finally started flowing real good and you can see the unexpected splatters over an inch away from the 2nd dot
It’s ink. Like a signature for the printing machines so that the quality control people can identify which machine printed the can.

That's how I mark the ones I put boogers in at the factory. 2 dots = a booger + a fart. 1 dot is just a booger
Tear concentrate. Each dot is equal to 10,000,000 years from the animals that die from landfills. Remember to recycle.
They do the same with beer cans. The dots locate the weakest part of the can, so you know where to stab it when shotgunning said drink.

All the dots have splatters consistent with air applied paint, not touch applied.
