Can I just take out a few chunks of boiling water and put the leftover back into the freezer, or do I have to use the whole bag once I take it out?

I realize this is a joke post, but before hurricanes my freezer looks like this. In a power outage the frozen bags act like freezer packs for the freezer and fridge so your food has a chance of not spoiling before electricity is restored.

My step-dad would never do something this insane, but he's the kind of person who actually measures out the amount of water the box of pasta recommends pretty precisely. He can't be the only one, so I gotta assume its something like that.
Doesn't it make it easier to boil if the water has already been boiled before? I know it being g ice will make it take longer, but I swear I remember water that has been boiled will get hotter quicker and boil faster than water that hasn't been boiled. Please correct me if I'm wrong as I feel as if I didn't learn anything from graduating highschool
No, water takes the same amount of time to boil if starting from the same temperature assuming same impurities/salts. Water doesn’t get better at boiling with practice.

There are sugar free tic tacos that are 98% sugar since the rule for sugar free is less than x grams per serving and they set that so low.

I prefer freeze dried water, but will use dehydrated water in a pinch
