Why did they take so many damn pictures
Dilution. For every one picture or contact that's nefarious, there will be dozens that aren't. Makes it harder to find the needles in the haystack. And also implicates so many people by association simply by being in the same room with the guy, that it makes prosecution of individuals almost impossible.
This was a professional operation, and internet sleuths aren't going to unravel it with a few photographs or documents online (especially when half are already redacted).
