With the way it swivels it could be rung but just tilting the bell back, the way church bells are rung, or rapidly by way of rope attached to the hammer. Something to prevent the bell being rung in transport being left in the bell seems more likely to me

The clapper inside the bell only moves back and forth in one direction. In bells like this, it’s meant to be perpendicular to the headstock, so it will ring while swinging, and you pull the rope towards yourself to ring it.
Whoever set up this bell positioned it wrong so it only rings side to side.
