The IL-28 can definitely be used as a fighter.
It's turn rate usually catches people off guard and you can use your gunner while the decent turn rate means the opponent won't get a shot off for a while, if ever.
When I play bombers, the fun bit is after dropping my bombs and cosplay as a fighter. It seems to catch off guard when you are going aggro with a bomber. Any assists or kills I can rack up is an incredibly satisfactory bonus.

The rear gun coverage on the IL-28 is some of the best I’ve ever seen, thing can go like 70 degrees to each side.
