It has been so has the state and federal grants. The current estimate to fix the issue with waste water overflow is about $800 million but that was before all of the current stuff making building more expensive. The state also passed a law the city has to fix the issue by 2030 something.
He's not passing it, he's proposing it. Virginia operates on a 2-year budget cycle in even-numbered years. The General Assembly is going to just amend it to the point that the passed version won't much resemble the proposed version.
If the Republicans wanted to pass their own budget they should try winning legislative elections.
