I think the break point nerf is a good first step in the right direction. Though I would like if those 10 less damage would've gone towards her slam instead of double swings, that way it would affect more things than just her default swings.
I think the next thing they need to address is her audio, she is too silent, which is a criticism echoed across ranks.
Besides that, I think they should either nerf the range of her sword toss or the CD on it. I would prefer it to be nerfed to 11m from 15m.
If she still continues to be a menace, the only other nerf that I can think of is making her slam into an actual headshot instead of a crit, to make her slam more skillfull.
Your last 3 paragraphs hit the right ways of tuning/nerfing her, imo. The audio is a must. Reducing the range of her sword toss range is solid. And I think having a true headshot instead of an auto crit gives vendetta more skill expression.
Another option if they want to keep her more glass cannon, is to touch the damage reduction on her block. But I like your order of priority more.
I've always been of the opinion that her slam is way too easy to land to be dealing that much damage, making it a headshot would bring a bit of inconsistency to her gameplay which would reward more skillfull players without outright nerfing her to the ground. One could also give it an additional attribute to not crit through shields, which would give brig a fighting chance.
Buff her double swings back to 50 per hit and nerf her slam to 120, then add a 1.5x multiplier with a 80 base damage. That way more of her break points are affected by the damage nerfs, while not putting all the power on to her slam.
I dont think she needs much to be balanced, she's not a case like freja, where she's literally useless without the two tap. She a really good brawler, which is why I dont want to touch her sustain.
From my understanding, venture is actually quite good, the only reason why they werent played before was that tracer was just better before her nerfs and they're honestly ugly (dont know why blizzard thinks a none binary person needs to be ugly, which is sad cause their concept art is actually quite cute).
