On January 17, 2020 at 5:29pm police were called to an apartment building in Arlington, Northern Virginia. They located 24 year old Scott Ratigan in his apartment, suffering from trauma to his upper body. He was pronounced dead on the scene, and an autopsy ruled his death a homicide.
Scott shared an apartment with his sister. At the time of the murder, she had left the apartment to pick up friends from the airport and “couldn’t have been gone for more than an hour” before she came home and discovered Scott deceased.
Evidence recovered at the scene suggested that the suspect attempted to clean the crime scene, possibly with bleach, before fleeing the apartment.
On the one year anniversary of Scott’s death, detectives released a surveillance video of a person of interest in the case, caught leaving the area around the time of the murder. The person of interest is described as a white male with a distinctive pigeon-toed gait.
The surveillance cameras in Scott's apartment building were said to not be fully operational at the time, so there is no available footage of the person of interest in Scott's building, nor indication of how he may have entered Scott's apartment.
Scott’s family says law enforcement has combed through Scott’s history and can’t find any explanation of who may have wanted to harm him. Nearly six years after his murder, detectives are still searching for his killer.
Like many others I’ve seen discussing the case, I used to live in Ballston, close to where this happened. It always freaked me out that someone was able to just get away with murder - especially when they were caught on video. And it always felt sad that the case got very minimal media attention, and seemingly has no apparent leads. Someone must recognize the POI's gait.

I’ve actually been to the apartment building where this occurred. Having lived in the DMV area for about a decade, I was shocked at how lax the security/front desk presence was. The part of Arlington Ballston is in is filled with 20/30 something transplants and is viewed as very corporate/safe. It would not shock me if someone assumed the suspect was a resident and held the door open for them.
There’s also a bunch of community spaces down a hallway right by the main entrance. The spaces are not clearly visible to any front desk staff. They’re also tucked in a corridor so you can’t really make out who is coming down the corridor while you’re in the spaces themselves.
I remember the entire time I was there thinking “wow it’d be really easy for someone to sneak into this place.” I didn’t learn about Scott’s murder until I was listening to a podcast months after visiting. I was spooked.
I think the right person needs to see the video of the suspect to get this case moving. COVID likely eclipsed any growing coverage the case had. It also wouldn’t surprise me if businesses in the area want a low profile on this case as again, Ballston/Arlington has a reputation as a safer area for young DC transplants.
I work at a major world airport. Like top 10 in the world in terms of traffic. Let's just say that security is way more lax than anyone will ever admit. There's not much separating workers from warehouses to total, unrestricted plane access.
I think with this building it’s that is was so obvious to a random like myself. I’ve been in plenty of buildings that weren’t secure but this one was just so obvious about it.
Do they not have to scan their fobs to get into the hallway? In my building, pretty much everything is behind a fob, but I am also in IL not VA, so it may culturally be different.
Scanning a FOB is pretty much completely security theater.
Unless every resident make sure the door closes completely behind them so no one behind them grabs the door before without having to use a FOB themselves, it’s flawed.
While a lot of people will shut the door completely, a lot of people will just go in without making sure it closes. It just takes someone waiting for that to slip in.
Not to even get into people that just let strangers in behind them without making them scan their FOB.
Where I work, you have to scan your badge to get let into secure areas. Unless the guy ahead of you knows you and holds the door open, which is common. Yeah, he's supposed to check your badge, but he knows you, you won't be a threat, right?
Fair enough. I work from home, but my company checks the scan logs of the people who do work in person, so they can’t pull that one anymore. I’m not sure more security would’ve prevented this situation though, assuming Scott knew the perp.

I didn’t even think about Covid being part of the problem with this case and getting the attention it deserves. That’s an excellent point. This information is very helpful coming from someone so local. This case has stuck with me from the beginning and I am always checking for updates. I remember someone else saying quite a bit of the same things in an older post about him that lived in the same building or one across from it, I’d have to go looking for it again. But I recall them saying how lax the security was and a lack of cameras and safety measures as well. It is so frustrating because it seems like there isn’t even a real motive behind this and sometimes that can be a huge reason behind the lack of suspects etc.
I think COVID and the video of the suspect not being released for so long definitely played a part. Given the area, this case should have been talked about locally a lot more than it was. Honestly, I was surprised to learn about this case on a podcast years after the fact and not from any local news source around the time it happened.
Can't they do a photo and put it out? It probably wouldn't do any good but that right leg is one of a kind. Someone knows who's walking like that.
I think the Arlington PD did at one point. Unfortunately, the DMV area is kind of transient for the 20/30 something group that moves there. It’s possible that someone who may have recognized the suspect doesn’t live in the area anymore and wouldn’t see anything put out by Arlington PD.
I wouldn't put too much stock in the gait simply because they could have gotten injured during the attack or simply faked a silly gait because they knew they'd be seen on camera.

I don’t know… they look pretty pigeon toed and they have a strange gait. I guess part of their gait could be from an injury but not the severe pigeon toe. They also look fairly “fit” to me. They have the body type of a lot of cyclists you see around.

I never really got why apartments in lower crime areas even have more intense security and codes to get in while every apartment I lived in high crime areas had absolutely no security. You could walk right to my door with no codes or gates or guard station.
Security is based on how much you can pay for security.

From the comments, it sounds like the building was pretty easy to get into, which honestly scares me. I used to live in a similar place when I was studying abroad, so this really hits close to home.
Based on my background and how this case looks, I don’t think this was a robbery or anything random. The level of violence suggests the person knew Scott, or at least had some kind of direct interaction with him. This feels more like an argument that got out of control, followed by panic.
The fact that the scene was cleaned with bleach also points to fear, not planning. That’s a very common reaction when someone realizes things went too far.
About the suspect’s walk: the pigeon-toed gait doesn’t look like something caused during the crime. It seems like a long-term thing, possibly from an old injury or a hip/ankle issue. That kind of walk is hard to fake and usually something people don’t even realize they do.
I really hope someone recognizes him, because the idea that he’s still out there is unsettling.
This case has been stuck with me from the beginning and always haunted me. I remember someone in one of the older posts saying they either lived in the same building before or right across from it, etc. and just how lax the security was and a major lack of cameras. I will have to go searching for the other post… but, I remember getting goosebumps when I read about it. It’s beyond frustrating that they have the guy on camera and he has such a strange gait and severely pigeon toed, but not a single person has come forward that recognized it. That seems like it would stick out. I have never come across anything that mentions an actual motive and I believe that is the reason why they are so stumped in this case.
It’s just such a brutal crime… I feel for his family and loved ones and truly hope they get some answers and resolution soon. There are far too many of these horrendous cold cases that go unsolved for far too long. Missy Bevers and Lindsay Buziak come to mind as well as Shelby Thornburgh… her killer was caught on camera as well and nobody has ever come forward to identify him.

Maybe someone who knew the sister was going to the airport but didn’t know her brother would be there, and it was a burglary gone wrong. It’s stupid and malicious but some murders are committed to cover up lesser crimes.
He looks younger to me, so I think it’s someone who knows the siblings. But surely the sister would recognize that gait unless he was faking it or injured though
It seems like a high risk/low reward target for a general robbery.
High risk because (even though security did seem to fail here) the building did have security and surveillance cameras. Also it’s sort of hard to break into a high rise apartment since you can’t break a window. So you either have to break the door down or pick the lock somehow.
Low reward because I doubt two siblings in their 20s had super valuable things in their apartment.
Unless like you said they knew them well and knew they had cash/jewelry/etc. in there.
I just wonder what the plan was. If they didn’t know Scott was there did they trying busting down the door and then Scott noticed? If they did know he was there did they talk their way in?
There are probably a lot of burglaries that are specifically small time with little reward. Some guy hears that a “friend” he knows is going to the supermarket so he breaks in to steal a guitar or something. Definitely riskier to be burglarizing strangers
I’m not dead set on the robbery theory though. Someone could have had a grudge or hated him for stupid reasons and the perpetrator could have been crazy enough to act

This seems like a lot of risk.
Someone letting you in behind them. Not getting caught on security. The front desk security not being there/not caring. The victim either letting you in or having to break down the door.
There are so many places with no security at all to target. No one to have to sneak into a building behind. No security cameras at all. No front desk security to walk past. Ground floor so you can slip in through an open window. A victim less likely to fight back.
I definitely see the robbery angle and I agree it would likely be someone they know well to know there might be something valuable worth taking.
Not to mention that Scott’s apartment was on the 20th floor. If something had gone wrong, such as a neighbor noticing the commotion, the attacker would have faced delays in leaving the building. For that reason, I do not believe they went to the apartment with the intent of committing a homicide or other crime, but something (I have no idea what) transpired that completely changed things.

If it was a random robbery you go to a ground floor apartment and break a window and take the laptops and electronics and bounce.
You don’t go through all the hassle of hitting a specific 20th floor apartment with some security unless you’re targeting it for something you know was valuable in there.
My theory is it was a romantic encounter gone wrong.

I would hope that any possible romantic encounters were looked at closely, whether he was the other man, or the attacker was a spurned woman, or it was a homosexual tryst gone wrong; these would be obvious leads and yet the police seem to have literally nothing
It could possibly be not a long term romantic encounter so there is no trace of them, like a hookup after meeting out.
Also there could be traces of romantic connections on his phone, but nothing concrete enough to arrest anyone.
I personally think it was a female. That gait and hips look like it to me.

It’s interesting because I often think suspects are exaggerating or faking their gaits, but this gait looks too abnormal to even be faked. There’s definitely something wrong with that leg, even if they’re possibly exaggerating a bit.
It is a bummer that the case got eclipsed by Covid and now so many years have passed. Anyone that may have recognized them could be long gone from the area by now and never have any reason to check back into NOVA affairs.

I live on the other side of DC but am very familiar with this area and know a ton of people like Scott. Could have easily crossed paths at some point. The whole thing is just insane it seems like a hit man or something it was so clinical. But there is absolutely nothing to explain why Scott would a target for something like that?
I will say the police botched this with not releasing more info/the video immediately afterwards. Like I said I live in the area and hadn't even heard of this until several years later. Neither had anyone I know. The video is quite distinctive if people saw it right away it could definitely have jogged memories/more people in the area could have checked their surveillance. But the police obviously didn't think that was necessary for whatever reason and now we're almost 6 years in and nothing.
My heart goes out to Scott's family and friends. What a nightmare. And I hope the killer has a horrible life and sits everyday in fear of being caught.
Online discussion and local rumors have suggested it was a hit related to a girlfriend/ex being involved with sugar daddy/escort situations but I really feel like that's almost too sensational to be true

this case is always in the back of my mind. i remember visiting my sister in NoVA in april 2020 and seeing posters around arlington asking for information with images of the suspect. it really added to the eeriness of the time since we were walking around during the early days of the pandemic, and there weren't many people out and about.
That is a VERY distinctive gait on the suspect. I agree with those saying it looks almost like it was previously broken, or that there was something else going on (maybe a congenital defect, mild cerebral palsy, etc.)?

The suspect might have rickets, given how their shin bones are physically curved and they walk pigeon-toed.
I got downvoted for suggesting a security/espionage connection, but the possibility of mild rickets is another thing that makes me think the suspect is from Russia.
Agreed this is a possibility. A trip to the Spy Museum could tell anyone that.
But I’ve spent most of my life in the DMV and have known plenty of people who work in intelligence/military/government, security/espionage really is always probable.

In fairness, I have chronic joint issues in my legs, and I was taught to walk or move like that in physical therapy-it can help you keep balance on uneven limbs. I could see it being someone who genuinely has an issue with that leg, and is compensating (especially if they are trying to move quickly, i.e. get outta there fast without anyone seeing them).
I suspect it was someone who knew him, and may've been a romantic/sexual encounter gone wrong, but obviously there's a lot of questions on this one.
Having read quite a bit about this case I wonder if Scott’s killer wasn’t someone he knew but someone more like Bryan Kohberger — an outwardly normal, secretly sick person who just wanted to try killing and picked someone at random.
Unlike in the Idaho case, in which the victims were personally targeted, it’s possible Scott wasn’t a target; maybe the killer just chose a building he was familiar with (had a friend living there or was a former resident who knew about security issues) and found an unlocked apartment with someone inside. In my experience, men (especially young men from safe, middle-class communities) tend to not lock their doors when they’re home during the day, whereas women usually do.
If Kohberger hadn’t been stupid enough to drive his own car to the murder scene, he probably wouldn’t have been caught. This killer walked to the scene and seemed extremely prepared.
Even if he knew there were known possible lapses in security it still seems like a high risk target just for a random thrill kill.
There are many apartments/homes in that area that have no security at all. Also many have older residents as well. Choosing a fit young man as a victim seems like more hassle. Also there’s no window to break into. You either have to beat down the door or hope they let you in.
Though I don’t know if someone seeking a thrill kill in their twisted mindset sees this as more of a challenge for themselves?
Kohberger made risky choices for no apparent reason. He chose a middle-class neighborhood where several homes had Ring cameras, which eventually led to his identification. Many, many killers have chosen high-risk targets for the thrill or challenge of it, as you mentioned.
Scott’s killer was much more cautious than Kohberger, and took steps to minimize the risk of capture. He entered during the work day a building where most residents are young professionals, so t’s unlikely anyone in nearby apartments would overhear a struggle or catch a glimpse of the killer in passing. In an older, run-down building, there be more people around, and a clean-cut young guy more likely to be noticed.
As for overtaking a grown man—you don’t need to be strong to subdue someone with a gun. The killer wouldn’t need to climb through a window or break down doors if he could just walk right in to an unlocked front door.
I guess my biggest issue with this being random and not targeted is an apartment in the middle of the 20th floor of an apartment building with at least some security measures seems too out of the ordinary.
Not only did he have to luck out a bit following someone in without issue and the front desk, but if he’s just looking for random unlocked doors why an apartment in the middle of the 20th floor?
Contrast with Kohberger who choose a house with ground access with windows and sliding glass doors. No security guards.

not to be that guy but it's almost SUCH a strange gait that i wonder if the person adopted it/exaggerated it in order to further conceal his identity, understanding that the apartment building and the Ballston area would have a lot of cameras. this was a theory with the Missy Bevers case, a similar situation where the perpetrator was caught on camera, face covered, walking with a unique gait.

I think it's interesting that there's more than one unsolved murder involving a disguised killer with a strange gait. I can recall a case similar to both this and the Missy Bevers case but I cannot remember the name. I know this is ridiculous but is it possibly a contract killer? I can't think of anything else that would link the cases

The person ran at a few points in the video. Idc who you are, you’re not running on a broken leg. Leads me to believe they’re just severely bow legged.
That's definitely a possibility. The right leg looked to me like it had been previously broken and not healed correctly, but it also could be the case that they broke it or otherwise injured it in the process of committing the crime or getting away, and because of adrenaline are still able to run on it.
Could it be that Scott fought off the assailant?
They never said anything about checking his phone activity did they? I always thought this was a hookup with someone showing to rob or something and it went horribly wrong.
I feel like it’s likely someone who came over under the pretence of it being a hook up and things went south. The person would need to both enter the building, then the apartment door and also have knowledge that the sister is out (unless it was luck). I feel like it’d make more sense for him to invite someone over while his sister is gone for a bit and he has the place to himself and lets the person in (as opposed to it being a random encounter or even someone who was stalking him, etc). I feel like they have more info on this or information found on his phone and aren’t making it public because they don’t want to jeopardize anything.

I thought that too but then dug deeper and found out he had an on-again off-again girlfriend (who apparently had a sugar daddy) and wasn’t sure after that. Thought maybe he could be bi or cat fished by a robbery attempt gone wrong or something like that
How did they conclude that the perp was white? I know we can see a bit of neck skin in the video, but he could be MENA or Asian, and people with tips could write them off because LE said the guy was white. I'm just curious to know if they have more information than just the video.
The cops have been so tight-lipped it’s hard to say but I remember hearing rumors that one of Scott’s neighbors saw the perp in the hallway at the time. I don’t know if it was just a quick glance and nothing more notable - I’m assuming so. I think that’s how they zeroed in on this guy as the person of interest - spotted in the hallway before Scott’s death, and obviously trying to obscure their identity in the other video footage.
That being said, a quick glance isn’t necessarily enough to discern whether someone is white or Asian etc. when someone’s as heavily covered up as this perp was. So I’m curious too.
Or Hispanic. Or even a light-skinned black person. Basically, any race, and for that matter it could be a man or a woman. Despite the unusual gait, which could be temporary or faked, the video is unfortunately of very little value.
Ok - after reading a bunch more, my theory is going to sound bananas, but here it is. The POI isn't male (note the smaller hands and the hips). They are wearing shoes which are too large, hence the exaggerated walk. They may be inherently slightly pigeon-toed to start, but if you look at the way they walk, it looks like they're in shoes larger than they're used to based on the footfalls.
We sure it wasn't the sister? Seems hard to get all this done in an hour, plus clean up is usually only done by a family member or someone who lives in the house.
The only way this makes sense is if the person on video has nothing to do with the murder. Which seems unlikely given the context and the fact police released it publically

I noticed that too, especially in the picture of the suspect from behind. The person has wide hips, and while men certainly can have wider hips, it’s obviously so much more common in women. And the height estimate is 5’6-5’8, which could be a shorter man, but could also be an average to taller woman.
Note also that the individual is wearing a bandana or similar item over the lower half of their face. While this was 2020 it was a couple months before Covid, and according to records the temperature that day in Arlington was fairly cold (mid-30’sF) but not so bitter that face coverings would be expected.
In short, if as seems likely the bandana was a deliberate attempt to conceal one’s identity from surveillance cameras, the strange gait may be similarly deliberate. They might even have known of the widely publicized Missy Bevers case.
And I agree, it’s likely a woman.

Really looks like a woman in those still shots, especially the one from behind. So much so that it’s hard to look at it and imagine it could be a man.

Did the victim have any debts or possibly anyone else owe them money?
If he tried cleaning up with bleach, this would suggest the POI might have been injured during the attack and law enforcement officers would have a DNA profile of the POI. If this is true, then the investigators would be able to generate an image that is very similar to what the POI looks like. The description of the POI says a white male with a pigeon toed gait. I initially thought the person was Asian. However, there would be no guessing if the killer had left any DNA at the crime scene. But this would mean that law enforcement have the DNA, but have not bothered to test it, or generate any kind of a profile.
This is not the first unsolved murder I have heard of involving a suspect with an unusual gait and disguise. Can someone help me recall the other case(s)?
Missy Bevers is the main one, perp caught on video with a strange waddling walk and disguise.
Liz Barraza, perp caught on video, didn’t have weird gait but was wearing a strange robe and wig getup.
One last thing on that leg ok im not sure but its physically bent. So ive done a little theatre and I still can't fake my leg to consistently bend, anything close to this spidery springboard looking stunt actor.

This is my tinfoil hat case. I think it's a national security/espionage matter. To me that's the only thing that fits with the cold professionalism of the crime and the passivity of local law enforcement. I would feel more confident in this theory if Scott were a little older or had a more complex background.
What was Scott's job? I had never heard of this case before today and have been reading up on it, and I'm not seeing any articles that mention a job.

The outfit does scream pro but not sure with this case although I’ve wondered about this for other cases popular in true crime, namely Kanika Powell and Oakey Kite.
I used to speculate along this path for Kanika Powell, i.e. that it was intelligence/security-motivated and that they'd hired some really crappy local contractors. I listened to the Unsolved Mysteries podcast on her death and they had some information that made me think this was a more typical motivation. (Kanika was bi and was newly dating a woman who had a jealous and violent male ex.)
For Oakey Kite I think it was the other way around. I think that "Robert Cooper was a former member of the Romanian Securitate who acquired a taste for sadistic murder. I think this dude emigrated to the US after the fall of Ceausescu and has been able to keep a low profile in a medical-adjacent profession, but was overwhelmed by a compulsion and went to great lengths to find a victim he wouldn't be connected to. 100% speculation.

8 months ago: "Hello. Not long after I released this video, I received an email from someone close to Scott’s family who gave me some information on his case that has never been released. I may eventually release that information in a future update video. All I will say now, is that Scott was clothed, and it wasn’t a sexual assault in any way shape or form. It was extremely brutal. How the killer got into Scott’s apartment is unknown, but it is possible that the door was left open, ajar, or unlocked. There was no forced entry. As far as why LE waited a year to release the footage? That is a real head scratcher for me as well."
1 year ago: "It 100% wasn't a robbery. I spoke with a family member after this video was released and received additional details. This was an assassination. I hope to do an update video on all the cases I have covered later this year."
If he's being truthful maybe you are on to something. Scott's father John was both founder and CEO of a global satellite communications company called iDirect. They have an entire division for government contracts, which includes everything from emergency management to logistics to military uses. He stepped down from his role some point in the years since. Either somebody making a political statement, or an opposing corporate or government entity trying to send a "message".

Superficially, Scott's background doesn't seem very unusual, as a new grad working in sales for Konica. If he'd returned to DC after a stint in the military or worked for a defense contractor or "import-export firm" that would tend to offer support for a security/intelligence angle for this murder. But not every person in security/intelligence works for a three-letter agency or an obvious employer. Some might have a cover job, or the cover job might be less mundane than it appears.
I think this information about his father's business is relevant to my line of speculation. I wouldn't automatically assume that all adult children are knowledgeable about their parents' industries. But it's pretty normal for young adults to be influenced by their parents' line of work and to use their parents' contacts as mentors and for help entering the professional world. In particular, I think it's significant that his father was the founder and CEO--not just an employee--of a business adjacent to security/intelligence matters. This exposure to that type of work could affect his goals and contacts.

Heard of this one from lazy masquerade video (Scott's was just one part of the video) and he also goes into where the videos were taken and time of day from the shadows.
I went down the rabbit hole on this one and people seem to think that it has something to do with his on-again-off-again GF who also had sugar daddies and maybe one of them could’ve hired a hit
