The issue is that the scooter and rider are unable to coordinate, i.e. share data. As a result they both compensating for dynamically changing circumstances
Those things are designed to keep balance, hence it's shaking so much. It tries to correct. As soon as it detects your tipping forward, it tips back and vise versa.
This lady needs to cut every single person who's watching without running over to help out of her life. Who watches and/or films this without helping?? That poor lady, funny/skilled at balance or not.
