Greetings, I'm working on a pretty-big-scale Undertale AU game project that would have the same (if not a longer) gameplay length than Undertale.
Bullet point #2 says not to make a whole remake or things that discourage from buying the original.
But Undertale Yellow has a bigger playtime than Undertale...
I was wondering: Do I have to truncate my game to fit the policy?

It's not playtime, it's content. An example would be a theoretical "Undertale HD" where it's identical except all of the sprites are done in a higher quality style. That would discourage people from buying the original Undertale since it's the same game but with an alteration that'd possibly make it preferable. This would not be allowed. Meanwhile, Undertale Yellow is a new experience based on Undertale. Since it has a different story and some different mechanics, it doesn't supplant the original Undertale.

missed chance to use the 3d Toriel models from the Undertale trailers.
IIRC Toby Fox mentioned something about this. He wanted a 3D Annoying Dog with all sorts of lighting effects that emitted so many particles that it’d crash the game.
More of a grey area would be 3D Undertale remakes, but I still don't think they would supplant the original in anybody's mind.
What about Undertale plus then
Isn’t that a mod for Undertale rather than a standalone program? If it’s a mod, it requires you to purchase Undertale in the first place, so it wouldn’t discourage people from buying the original.

I'm pretty sure he's saying to not make something that would just be a free replacement for the original. Just being long shouldn't break any rules.
like the fancy hd remake being made is set up so you need to own undertale to play it to resepct the rules
How long it is doesn't matter, it just tells people to be original and to not make a reskin of undertale
Doesnt outertale somewhat break this rule? The layout is different but the story and music doesnt change that much.

There actually are a lot of differences in outertale every route (mainly later areas) but since areas are changed and everything then no it dont apply to these rules I think
Outertale actually has a multitude of significant changes that burrow deep into the very core of the plot, not least of which being the humans are not actually dead.
If you could play Outertale and not have any reason to buy actual Undertale then that would be the problem.
That point means don’t lift so much of the game that people can basically play the original story by playing your fan game. For instance, Undertale Yellow is a full game with a lot of Undertale’s elements, but you are by no means playing the original Undertale by playing Undertale Yellow.
TLDR: Just be sufficiently transformative and original and scale/length won’t matter.

He’s not talking about playtime but content. So in other words don’t make for example a free version of Undertale with maybe one or two small changes.

If length mattered, nobody would ever buy Undertale when they could play, like, FF14 or Persona or something.
He (or whoever is replying to your email) is basically just saying to not make something derivative. Input your own thoughts and experiences, and think about what you enjoy from Undertale/Deltarune and how they fit your fanwork, and how they could be changed, kept or removed to make something special and original to you.
Also don't make money off someone else's work when you're clearing using said work's appeal to attract people instead of a property you made.
A lot of stuff creators say to fans about fanworks is to avoid legal issues because there are a LOT of legal issues that can arise with creators interacting or dealing with fanworks and they prefer when fanworks are not derivative or offer something that could result in issues with their version of the work. Just ask current Bungie.

He's not being Nintendo here or anything. He wants to make money off of his own hard work, which I think is perfectly fair. The bad response would be "don't make fangames at all with my IP," which he could absolutely say but chooses not to. None of these rules really restrict modding or creativity, so I don't get the problem. Toby Fox has shown on many occasions that he is perfectly fine with people using his works in creative ways, and I don't know of many instances of him actually taking things down.
