i'm pretty sure "chara" is short for character so it's probably pronounced the same way and that's how i personally say it but there isn't really a correct or incorrect way to say it
just because it's a "normal name" doesn't meant it was given to chara for being a normal name, and even so that doesn't have any impact on how it's pronounced
i mostly just assumed it was a pun/clever naming on toby's part since "chara" is the first part of character, and we are able to change this character's name into whatever the hell we want.
chara is supposed to be the player chara-cter (except not really since they're their own person), and since we've seen toby name characters after their quirks/traits (toriel = tutorial, papyrus & sans are fonts, undyne is a mix of undine and undying, etc) i would assume he also named chara similarly.
