The reason this is unlikely to md is that all the goners are specifically gray scaled versions of their counterparts with a oddity here and there to make it clear they aren’t the exact same (Goner kid has a bow instead of horns on their head). Mystery man is just pure black and white in comparison.
goner kid has horns just like monster kid. the horns just look like a bow from the side, even on mk. goner kid does have a checkered shirt though, while mk has a striped one.
I am staring at GK’s sprite sheet as I type and unlike monster kid who has their spikes going down their back on their back sprite, Goner kid has the “spikes” on the side of their head and not the back, indicating they aren’t just less spikes than Monster kid.
That pure black/white might indicate a higher level of anomaly, something that broke the game’s colour palette entirely, unlike the grayscale 'goners'.
Something weird I've noticed is that the goners are treated differently when converted to grayscale compared to the Gaster followers, which have accurate priorities for the colors. With goners, the priority is reversed, meaning darker colors are lighter, and lighter colors are darker. You can see this when you convert that image to grayscale and then invert it. It's also (mostly) the case for goner kid, where the stripe pattern is inverted, but I don't think Toby inverted the face or the legs, while still making the bright yellow bow darker. So, Gaster's actual appearance would likely still be completely white in a black lab coat, minus the deformities as you mentioned.
It's actually a super compelling argument. The way his sprite is implemented with the 'fun' value mechanics makes him feel less like a person and more like a randomized error message the game throws up when the parameters are too weird.
