Assuming V1 can't literally go back in time to previous layers in lore, this would mean that, if V1 fought Minos at all, it would have had to been before 3-2, before V1 met Gabriel. Even then, we would have to change it so that V1 did not need P-ranks to access P-1.
Anyway, this would mean Gabriel is not defeated by V1, meaning he didn't get rebuked by the Council, meaning he never hated a machine, meaning he never realised his passion for fighting. Ultimately, the Council would stay in power, deluding all the citizens of Heaven. But there's a small caveat to that...
To address the elephant in the room: Minos. In his prime form, Minos would decimate all his enemies. Minos would meet Gabriel in the very next level, and they would have a battle of biblical proportions. Minos would likely win against Gabriel, solidifying his revenge. Suddenly, the story is all about Minos.
In short: If Minos killed V1, surprisingly, Gabriel would lose.
I believe the elevator at the beginning and end of every level just marks the end of the player's view while V1 doesn't actually see them therefore V1 can probably go 200 meters backwards after defeating Gabriel and THEN die to Minos therefore Minos would probably not fight the first Gabriel. I do not know however because I did not make the question but that's what I think it is

Minos Prime is THE hardest boss of Act I, plus, 2-2 mentions that Gabriel has beaten the crap out of Minos back when he was still alive.
Along with that, the terminals say that prime souls are souls that have enough willpower and fame to literally causing their souls to gain physical body. And because of the said willpower and fame, their souls become more powerful, which makes them tough to fight against.
Both human Minos(weakest) and Husk Minos(in the middle ground, between human and prime soul) aren't that powerful compared to his own soul(even though in the case of Husk Minos, because of his willpower and fame, he became the largest husk ever known in hell, according to the terminals. Though Minos becoming a corpse and starting to decay might have decreased his power a lot.
Make his revenge to Gabriel. kill all the machins beacuse they destroying his Ring of hell. Maybe gonna realise Sisyphus Prime from prison to stop invading of machins. Take down Heavens??
Minos would obviously enact his vengeance against Gabriel for the countless souls he murdered during the end of the Lust Renaissance (including himself), but I don't think he'd really do much else. He would probably return to the Lust layer and pick back up what he started, while also defending the layer from any rogue machines that may come by (like V2 or the Swordsmachine scrappers). There, he'd continue his work for eternity, as with V1 and Gabriel dead so early in the story, nothing else truly happens to the upper layers of Hell.
He'd reconstruct his prison and get back inside, because he didn't sleep long enough.
